2. Extend diameter of circle to a distance of 7cm from centre and say A

3. Draw a perpendicular bisector of Af. Let O be the mid-point of Af.

4. With centre O, and radius OA, draw a circle.

5. Let this circle intersects the given circle at the point P and Q.

6. Join PA and QA.

PA and QA are the required tangents.
