Syndicate, a group of powerful and influential leaders from within the Congress. Indira had to deal with them as these people expected Indira to follow their advice. But, Indira played smart and formed a group of leader outside the congress whom she can trust and slowly ignored the Syndicate. She had to face two challenges in all this:

I. She needed to build her independence from the Syndicate.

II. She also needed to work towards regaining the ground that the Congress had lost in the 1967 elections.
