Following the decision of the then CM of Bihar of rolling out a new policy for OBC reservation, central government also set up a Commission in 1978-79 for recommending ways to improve conditions of the backward classes. This commission was named after its chairman B P Mandal. Mandal commission recommended that ‘backward classes’ means other than the Scheduled Castes.
