Groups mobilised by popular movements are mostly poor, and socially and economically backward sections of society.

These movements arise when the routine functioning of a democratic system fails to hear the voices of different social groups.

As a result, the groups involved in such movements resort to mass action and mobilisation outside the electoral area and routine politics to protest against their grievances.
