Friction is a necessary evil. The frictionless horizontal road does not provide enough friction force to the car wheels to accelerate. Even if we put more petrol in the engine, the acceleration is not possible. It will cause slipping of the car. In similar manner, we cannot stop the car going on a frictionless horizontal road by applying breaks. Retarding force will not develop on the road due to lack of friction.
