Why did Abul Fazl describe land revenue as ‘remuneration of sovereignty’?

Abul Fazl described land revenue as remuneration of sovereignty because under Mughal administration farmers and peasants were offered protection and security in return of revenue they paid. They were free to work on their fields according to their wish as long as they paid revenue to their respective Mughal official. It was the state's responsibility to keep farmers and others safe from any external or internal aggression. This land revenue was one of the main sources of income for the state.
