With the formation of Constituent Assembly, the Congress was not the only member with a voice. There were other members also present who were inspired by socialism, landlordism, communal parties and secularism. So on critical issues the members differed in their opinion. The discussion that took place in the Constituent Assembly was reported in newspaper and then the news was publicly debated. The public was asked to send their views as a part of collective participation. Important issues raised in these public discussions were debated on the floor of the Assembly.
