Foucault method can be used to measure the speed of light in water. Foucault used a scaled-up version of the rotating mirror apparatus to perform an absolute measurement of the speed of light. Foucault measured the differential speed of light through air versus water by inserting a tube filled with water between the rotating mirror and the distant mirror.
