Displacement is shortest distance between starting and ending point while distance is length of path. Displacement is vector i.e. it may be positive or negative. Distance is scalar, it is never negative.

Therefore, distance can be equal or greater than displacement. That implies ratio of displacement to distance is always equal to or less than 1.
