Luggage is in contact with the roof of the bus. When the bus is moving the luggage is also in the state of motion and had a tendency to remain in motion due to law of inertia. When the driver apply the brakes, the bus stops suddenly but the luggage is in motion and thus fall from the roof. It is therefore advised to tie the luggage.
